Officially, Periscope for PC is not available (yet to be released). The only way to get a PC version is to use an android emulator. If you’d like to download the app, here’s how to go about it.

Step 1- First, you will need to download Blue Stacks emulator .It’s absolutely free

Step 2- Start installation by clicking on the installer file in your downloads folder

Step 3- Once installed, click the Bluestacks icon on your Desktop to launch it

Step 4- Start Google Play Store then search for Periscope

Step 5- Once you find Periscope, click on the install button.
